Replaces static-only classes with module-level declarations: static methods
become functions, static readonly properties become consts.
ClassName.member references in the same file become member; imports and
call sites in other files of the project that import the class are
rewritten too.
Classes with Angular decorators, extends, abstract, constructor logic,
instance members or mutable static properties are left unchanged. After
the transformation the class no longer exists, so a second run finds
nothing to transform.
