Classifies Angular artifacts (components, directives, pipes, services,
data files) into a LibraryCategory. Signals from decorators,
imports, naming and folder vote for categories with weights; the highest
total wins. No external ML dependency. Overrides by class name take
precedence (confidence high, score 1).
