Resolves the build command of the project at projectRoot, or undefined
when the project has none.
Order: build.command from the project's .angular-modernizer.json, then
the build system the project uses (Angular CLI, Nx, Vite), then the build
script of package.json. Without any of them there is no build command;
callers skip the build and say why.
The config file is read as plain JSON, not through the ConfigLoader: the
loader fills in ng build as a default when the file does not set it, and
a schema error elsewhere in the file must not hide the command.
