    Class StaticClassTransformRule

    Transform rule angular:static-class-to-functions: turns classes with only static members into module-level function and const exports and updates in-file and cross-file references.

    Runs only when the plugin config sets transformationType: 'static-class-to-functions'; skips .d.ts files and delegates to StaticClassTransformOrchestrator.
